Special Operations Forces Rapid Acquisition Consortium for Emerging Requirements

EVERNORTH STRATEGY


In alignment with the Department of War’s [DoW] initiatives of acquisition reform, Transformation in Contact, and other policies, U.S. Special Operations Command’s [USSOCOM] Special Operations Forces Acquisition, Technology, & Logistics [SOF AT&L] stood up the Special Operations Forces Rapid Acquisition Consortium for Emerging Requirements [SOF RACER] in July 2026. SOF RACER is an Other Transaction [OT] consortium operated in partnership with GovSignals and complimentary of similar agile acquisition initiatives from the command like SOFWERX, Vulcan, and Special Operations Training Exchange [SOT-X]. RACER will be  a standing membership-based consortium to which the command issues requirements once and evaluates short solution briefs rather than full proposals, compressing the requirement-to-award timeline and lowering the barrier for non-traditional commercial firms unfamiliar with the FAR. These innovation hubs also address the secondary challenge of Government personnel shortages trying to manage a high volume of contracting actions.  


The stated mission is rapid fielding of SOF-peculiar [MFP-11 funded] capability “from seabed to space,” spanning twelve interest areas [Figure 1]. Notably, membership is free to vendors — a deliberate move to widen the funnel and attack some of the barriers to entry of small business.

GovSignals is an AI-driven acquisition-workflow company that won a multi-million-dollar DIU Other Transaction in 2025 and holds FedRAMP High and DoW IL5 authorizations.  In effect, a commercial platform now sits astride USSOCOM's front-door vendor pipeline — efficient, but worth watching for lock-in and data-visibility considerations.
